Summary
- Park Sung-jin, head of digital asset strategy at Korea Investment & Securities, said a Korean won-denominated stablecoin is needed to help expand the tokenized securities (STO) market.
- Park said tokenized securities can be transferred on-chain in seconds, but cash settlement remains in the off-chaintraditional financial system , creating a gap in processing speed.

Forecast Trend Report by Period
- Short-termNeutral(Confidence Level: 44%)Remarks by an executive at Korea Investment & Securities regarding the need for a won-pegged stablecoin signal growing interest from regulatory authorities, though it is not yet at the stage of immediate implementation or confirmed issuance. While net inflows of the won and a bullish market are favorable, concerns about overheating persist, as the Fear & Greed Index stands at 72. If discussions on follow-up policies gain momentum, the crypto market is expected to see a moderate uptrend; however, in the absence of progress toward institutionalization, expectations are likely to weaken, leading to a sideways trend.
- Mid-termPositive(Confidence Level: 52%)A framework has been proposed in which a won-pegged stablecoin bridges the time lag between the on-chain transfer of tokenized securities and off-chain settlements, strengthening the rationale for regulatory design. This is expected to expand the rationale for domestic blockchain adoption by raising expectations for improved settlement efficiency. If legislation and guidelines are finalized, the crypto market is expected to improve gradually; however, if discussions are delayed, expectations will fade, and the market is projected to return to a neutral stance.
- Long-termPositive(Confidence Level: 57%)The narrative that the adoption of smart contract-based stablecoins is the final piece of the puzzle for the widespread adoption of tokenized securities is seen as a factor that strengthens the case for long-term investment in industry infrastructure. Once actually implemented, this is expected to lead to the expansion of the domestic digital asset ecosystem through the standardization of on-chain payments and increased institutional participation. If regulatory approval and private-sector implementation proceed in tandem, the crypto market is expected to see structural tailwinds; however, if this fails to materialize, expectations are likely to be reassessed.
Park Sung-jin, head of digital asset strategy at Korea Investment & Securities, said a Korean won-denominated stablecoin is needed to help expand the tokenized securities, or STO, market.
Speaking at a policy seminar at the National Assembly Members’ Office Building in Seoul’s Yeouido district on August 21, Park said the firm is interested in issuing stablecoins, but is even more focused on how they can be used.
Korea Investment & Securities is tracking the relationship between tokenized securities and stablecoins. Once the tokenized securities framework takes effect, assets will move on-chain, while payments will still move off-chain through bank or brokerage accounts, he said.
Park identified the gap in settlement speeds as a key issue. Tokenized securities can be transferred on-chain in seconds, but cash settlement remains in the traditional financial system and may still be completed on a business-day basis.
If tokenized securities gain traction, stablecoins will also need to be introduced, Park said. If tokenized securities are eventually issued on public blockchains and settled with stablecoins, stablecoins will serve as the final piece of the puzzle for the market, he added.
Korea Investment & Securities is paying particular attention to smart contracts among potential stablecoin use cases. Park said stablecoins can give money new functions that conventional currencies do not have, though no clear killer application has yet emerged overseas that could rapidly expand the market.
He said a range of smart contracts will likely drive broader adoption of the stablecoin ecosystem. Smartphones also lacked clear use cases in their early days, but spread quickly once a variety of applications emerged. In the stablecoin market, smart contracts will play the role that apps played for smartphones, Park said.
